Gordon Brown will today increase the pressure on Iran to give up its nuclear programme by condemning as “totally abhorrent” Mahmoud Ahmadinejad’s threats against Israel.
Tehran faces a series of sanctions against its oil and gas industries unless it halts attempts to develop its atomic capability within two weeks, senior British diplomats said last night.
Mr Brown is to use a speech to the Knesset in Jerusalem - the first by a British Prime Minister - to make his strongest attack so far on the Iranian regime while pledging an “unbreakable partnership” with Tel Aviv.
“To those who question Israel’s very right to exist and threaten the lives of its citizens through terror, we say: the people of Israel have a right to live here, to live freely and to live in security,” he will say. “And to those who believe that threatening statements fall upon indifferent ears, we say in one voice: that it is totally abhorrent for the President of Iran to call for Israel to be wiped from the map of the world.”
Mr Brown will say that Tehran must end its nuclear ambitions or face concerted international action. “Iran now has a clear choice to make: suspend its nuclear programme and accept our offer of negotiations or face growing isolation and the collective response not of one nation but of many nations.”
Sanctions aimed at disrupting Iranian oil refineries and gas facilities are being prepared in case Iran fails to respond satisfactorily to demands that it suspends uranium enrichment within two weeks, senior British sources said.
The Prime Minister’s remarks are part of a coordinated effort to increase pressure to accept a “freeze for freeze” offer, under which further international action is suspended in return for a moratorium on enrichment. Javier Solana, the European Union’s special envoy, said that Iran had made insufficient progress during talks with Saeed Jalili, its chief nuclear negotiator, over the weekend. The US, which sent a representative to the talks for the first time, said that Iran faced the prospect of confrontation unless it accepted the offer.
Mr Brown’s speech to the Knesset comes at the end of his first visit to Israel as Prime Minister, during which he also sought to add impetus to restarted peace talks with the Palestinians. Speaking with President Abbas in Bethlehem, Mr Brown pledged a £30 million package of economic and security help for the Palestinian National Authority. He said that the security wall erected by Israel was “graphic evidence of the urgent need for justice for the Palestinian people” and called on Tel Aviv to stop the spread of settlements. “We want to see a freeze on settlements. Settlement expansion has made peace harder to achieve,” the Prime Minister said. “It erodes trust, it heightens Palestinian suffering, it makes the compromises Israel will need to make for peace more difficult.” His appeal came as a human rights group released a video of an Israeli soldier shooting a rubber bullet at a Palestinian man who had been arrested and bound during a protest against the wall Israel has built inside the West Bank to stop attacks on its territory.
Mr Brown will tell the Knesset that he is a “true friend” of Israel, emphasising his attachment to the country and pointing out that his father, a Presbyterian minister, had a “deep and lifelong affection” for Israel. “There was never a time as I was growing up that I did not hear about, read about or was not surrounded by stories of the struggles, sacrifices, tribulation and triumphs as the Israeli people built their new state,” he will say.
Yesterday Mr Brown laid a wreath at Yad Vashem, the Holocaust memorial in Jerusalem. In the guest book he wrote: “Nothing prepares you for the story that is told of the atrocities that should never have happened and the truth that everyone who loves humanity should know. We must always remember so that prejudice, discrimination, racism and antiSemitism [can] be banished from our world.”
Later he visited the Church of the Nativity in Bethlehem.
Tomorrow he will make a statement to the Commons on expected troop withdrawals from Iraq, in which almost all soldiers could leave the country within a year.

Has Brown learnt nothing from all the misinformation about Iraq?
Coilín ÓhAiseadha, Cill Mhaighneann, Ireland
Mr. Brown wants "freeze on settlements"! Does this mean he approves the existing settlements, he ought to be the best who knows the international law and he is telling the burglar: "get away with what you have stolen, leave the rest" to the Palestinians!
saleh darwish, Amman, Jordan
Brown can "call on Tel Aviv" -- but he won't be heard as the seat of government is Jerusalem, the eternal capital of the Jewish people.
Ian, London,
Iran is inextricably linked to peace in the Middle East. There is no point threatening it, but to accept it. for peace, Divide Israel down the 1967 line. Those settlers on the Palestinian side can chose to stay as citizens in Palestine. The sooner a settlement is reached the better for all of us.
Adam, Bradford, UK
Or what? They've got the gas & oil the west needs. Our troops are already fully deployed in Iraq & Afghanistan. We can't afford to fuel the RAFs planes. Last time our troops went anywhere near Iran they were 'invited' to enter; cried at losing their Ipod; overdosed on fags; then sold their stories!
Donna Walker, Effingham, England
What Brown should say is ' if you don't back down I will come and sort out your economy'
That will have them quaking in their boots as they look at the UK's
rob, ashbourne, uk
Why brown should support Israel against Iran. Shouldn't he support the palestian people living under the colonisation of Israel with no right to have a basic things like their own economy, aeroport, electricity, no security to prevent shooting kids and womens because they protest against the wall..
Nordine, london, uk
While he is in Israel, Mr Brown can persuade Israel to dismantle her nuclear weapons as well
emma, london, uk
Yawn. Amadinejad NEVER actually said he wanted to wipe Israel off the map; he was quoting Ayatollah Khomeni who DID say that. Sorry to spoil everyones fun. BTW, is it "abhorrent" to steal someone else's country and set up apartheid against them?
John Claro, Cleggan, Ireland
An unacceptable percentage of UK citizens living in poverty, our troops underpaid and shamefully under-equipped, our PM's answer: give an extra £30m, of tax payers money, to a foreign country. Shame! Shame! Shame! Support Our Troops, Mr Brown.
Nigel, Bangor, Northern Ireland
leila, manchester, uk - No more or less that the UK whateven you might want to label nation states. All I know is that whether it be for the idea of freedom or equlity, these ideas, East or West, communism or capitalism have together caused the deaths of hundreds of millions. Food for thought.
Glynn, Kingston,
Iran is none of our business. These incompetents; Brown and Bush, are determined to close the straights of Hormuz and destroy our civilization. They must be removed.
C Smith, Norwich, Norfolk
naive? it's Brown who's naive if he thinks he can threaten Iran. he has no idea what he's playing with and - like a child with a doll-shaped landmine - is likely to get a shock. unfortunately, it'll most likely be innocent citizens - British and others - and not Brown personally. He should back off.
Marco, KrakOw, Poland
Why do we have to get involved at all? We're a small and increasingly poor country with more than enough problems of our own to resolve. This type of international political posturing is often counterproductive at home and seems to be aimed primarily at flattering the PM's ego.
Martin , High Wycombe,
Jess from LA - you are so naive - who do you think is financing the terrorist activity in the middle east? Iran's hands are bloodied with deaths of British, Americans (soldiers), Israelis and Arabs on both sides. They are a real threat to Israel who has a right to a peaceful existence.
Roz Kadir, Kingston, Surrey
Who on earth will be castigated by the anti-Israel brigade when peace is finally made? I suppose America will still be to blame for all ills in the world.
Thank God Russia and China are such perfect democracies!
leila, manchester, uk
No doubt Mr Brown can't wait to get our troops into another disaster so that more can lose their lives in this American led folly.
What he is doing is catastrophic for the armed forces and they will never get the support they deserve with equipment, hospitals and pay from this corrupt govt.
Mike, Norwich,
Browns pledge means their likely never to see the £30m. Like with anything he says we have to read the small print. Brown is only in the middle east to try and steal some of the limelight from Obama's visit.
Gary, London, UK
Why is it "abhorrent" for Iran to threaten Israel when no-one condemns Israel, which has its own nuclear capability , for threatening to destroy that of Iran? As ever, the US and UK apply hypocritical double standards.
Peter Berman, Taunton, UK
If I was in the Iranian government facing threats of military intervention from the USA and aggressive, hot air from its lapdog, I too would be pushing as hard as hell for a nuclear deterrent. The USA will find that repeated misuse of its power in its foreign policy can have dramatic consequences.
David, Winchester, UK
Brown is at it again-he is out of his depth and cannot back up what he says ,he must think the UK is still a force to be reckoned with?? Wake up and dont punch above your weight Mr Brown.
peter austin, gold coast, Australia
Gordon Brown addressing the Knesset in Jerusalem, speaking to Olmert and other Israeli leaders in Jerusalem, visiting Yad vaShem in Jerusalem (Chairman's name, by the way, is Shalev - not Shalez) - but "speaks to Tel Aviv" about settlement building!
Chaikin, Addlestone,
Brown's mad. He says he's doing everything he can to free our hostages held by Iran backed Shia militia in Iraq whilst threatening Iran & pledging support for Israel. His idle threats will inflame an already dangerous situation & increase the risk of terrorist acts on UK soil. He's a total liability
Tony, LONDON, UK
Time honoured formula for struggling politicians: Start a war.
It gets the support of the country because no one likes to be seen as un patriotic.
Flaw in plan: Wont work if already fighting two unpopular wars already.
mike gee, bournemouth, uk
Brown should not promise something he can't deliver. The Israelis are unlikely to depend on the utterances of Brown.
Ian Burgess, Bristol,
The truth is that nearly every commentator makes it clear it is no longer if but when thev West or Israel attacks. Down history many have said the same British and American armed forces, yet inspite of this even when we knew we could not win we did. Today you dont need huge forces but effective info
Jas, Alders, UK
is this what labour have to do to get votes in the uk, give £60M cash to Palestineans to free up there own money for bullets whilst pushing t he Isrealies from behind saying 'go on get them, we are behind you'. Not in my name please!
james, Southampton, England
Today"s Times reports on Mr. Brown"s speech in Israel, alongside a report of our British Army "at breaking point" in the same issue. Mr. Brown appears to be threatening the large and highly militarised Islamic Republic of Iran with his warning speech. Is our British Army able to follow up?.
Augustus Blear, Langport, UK
Ironic Brown and Balfour do have commonality, careless talk. Which countries introduced Nuclear to the Middle East, France provided the reactor and Britain the enriched material. Unintended consequence? US ok'd Irans nuclear when Shah was in. Could it be the Imams are not acceptable to Israel/US?
Alexander, Victoria, Seychelles
Sticks and stones.... words will never hurt me! What Iran says as oppose to what Israel does is apples and oranges. Iran says Israel should be wipe out and Israel goes and does it to Iran. Iran talks the walk for Israel.
Glynn, Kingston,
Elsewhere in the Times: "The cost of fuelling Britains Armed Forces is due to rise. . . as a result of soaring oil prices, forcing military chiefs to consider broad cuts to air force and combat training."
Good show Gordy! Bash Iran, lower the oil supply, force up prices, give the troops a holiday.
Arik Silverman, Milwaukee, USA
As usual flexing muscles he doesn't have, on a problem that doesn't exist except in his own mind.
Paul Downes, Milton Keynes, UK
Way to go, Brown!
And if there is no concerted international action, we'll send in our rubber gunboats, manned by housewives, iPod-toting youths and giggling officers, with orders not to shoot, and to do anything the Iranians tell them.
That'll teach 'em. Mugabe will be more respectful, too.
Albert, Paris,
Another country promised aid by Gordon Brown following on fron India, Zimabwe, Uganda, Kenya etc . With government borrowing at £40b+ and predicted to go as high as £100b where is the money coming from ?
If we are so flush perhaps he could fund the army properly or address the energy crisis.
Keith Jones, Korat, Thailand
We here remember both Churchill and Chamberlain.
We remember the promises to Czechoslovakia.
We also remember just how much the worried world did for our six million.
Not one bomb was used to prevent it. Not one bullet.
It was a different story for Werner Von Braun.
Now put yourselves in our shoes.
Dr Michael Benjamin, Oranit, Israel
What's going on here?
"Mr Brown will speak to the Knesset in Jerusalem while pledging an unbreakable partnership with Tel Aviv."
Why has Brown an unbreakable partnership with just Tel Aviv? Why not one with Jeruslaem too? And Haifa? And Eilat? And Beersheba? And the rest of the country?
Ben Ami, Jeruslaem, Israel
All these years and all these negotiations. Carrots and sticks.Freeze on freeze. This package that sanction.
What has it achieved? Nothing.
When there is a plan then give 2 weeks notice. But make sure Russia and China are behind it. Otherwise it will be worthless.
This must be the biggest farce.
Reza, Los Angeles, USA
I work for the Tel Aviv municipality, and as soon as I get to work this morning I'm going to ask the mayor about Brown's call "on Tel Aviv to stop the spread of settlements".
Though I think mayor Huldai is going to ask me what the heck I'm talking about. Did you mean "Jeruslaem" by any chance?
David Even, Tel Aviv, Israel
Does anybody recall that when Ahmadinejad was quoted as saying "Israel must be wiped off the face of the map", he was mistranslated? I've worked as both an interpreter and a translator. And yes, even high-level government translators cock things up.
Stop listening to the AIPAC propaganda.
Tom, Kansas City, US
Israel threatens Iran with attacks, stages practice air runs complete with mid air re-fueling AND BRITAN CONDEMNS IRAN??? Seems Iran has no history of invading any nation for a couple hundred years - who is driving British foeign policy now? Bush Pre-emptive 'diplomacy' is a failed example to follow
Jess Wonderin, Los Angeles , USA
Hypocrisy is such a wonderful thing. The only real danger in the area is Israel, and Israel *has* threatened Iran, not the other way around. Further, everything Iran has done is within the framework laid down by the NNPT, unlike Israel which has illegal weapons. Shameful.
John Annis, London,
" In the guest book [Brown] wrote: Nothing prepares you for the story that is told of the atrocities that should never have happened and the truth that everyone who loves humanity should know."
Is he writing about Afghanistan or Iraq?
Cyn Eek, Hebei, China
15 minutes after The Time published that the US is giving Iran 2 weeks then Brown struts his stuff. Is there length that the Brits won't go to tart themselves up with US power whilst not coming up with the manpower? What is the going rate these days Britain?
Glynn, Kingston,
It's time to take up the gauntlet Mr Brown, of global leader that the US has dropped - only by becoming what you are will you be respected at home and abroad. It says in the Book; those who bless Israel will be blessed; those who curse Israel will be cursed. Time to see if that is true Iran.
kevin, Lincoln, Old Blighty
How ironic that Brown is asking NPT signatory Iran to stop its nuclear program in as an address to Israels Knesset, whereas Israel has steadfastly refused to sign NPT, of course, with tacit approval and support of UK and US. The least Brown could do is to make this statement in UK.
A. Khan, London,
Brown gives Iran two weeks to back down? And then what is Brown going to do? And with what is he going to do it?
Roger Gordon, Levittown, NY, USA
Ron of Dallas, guess what ? The Berlin Wall worked as did deliberate separation of people based on their ethnicity or race, otherwise known as apartheid. Does this mean you supported those as well ?
A. Khan, London,
GB is not in a position to threaten any body.He should take care of business at home first, before he ventures outside.
Sam, Dallas, USA
Would it not be better if Mr Brown suggested that Israel also get rid of its nuclear arsenal; provided by the good old USA.
Israel has one of the biggest nuclear arsenals in the world per population; Iraq has none and has states it has no intention of getting some, contrary intelligence is dubious
joe, Edinburgh, Scotland
The first MP running for downing street who states he will not follow the Americans in everything they do will be elected by 90% of the British public.
Ken, Devon,
Guess what. That hated security wall works. How many bombings have there been in Israel in the last 18 months?
Of course, if the Palestinians would renounce violence and resort to peaceful means, Israel wouldn't need the fence, would they?
Who said life isn't simple?
Ron, Dallas, US
