China is making a bid to become the dominant player in cyberspace, forcing the United States to increase its capabilities in the area of network attack, the US military has said.
A senior US Air Force commander charged with heading up a new 'cyber command' unit told reporters: "They're the only nation that has been quite that blatant about saying, 'We're looking to do that.'"
"We have peer competitors right now in terms of doing computer network attack ... and I believe we're going to be able to ratchet up our capability, " Commander Lieutenant-General Robert Elder of the 8th Air Force, said. "We're going to go way ahead."
General Elder leads a team at an air force base in Louisiana which focuses on the possibility of a network-based attack, addressing everything from infrastructure security to surveillance and communications.
The Barksdale Air Force Base is already home to to 25,000 military personnel working on issues relating to electronic defence and electronic warfare.
General Elder made his remarks a month after the US Defence Department's annual report on China's military capabilities claimed that the country had established "information warfare units" to develop viruses, and saw "computer network operations" (CNO) as "critical to achieving electro-magnetic dominance early in a conflict."
The People's Liberation Army had already established units to develop "tactics and measures to protect friendly computer systems and networks" and in 2005 "began to incorporate offensive CNO into its exercises, primarily in first strikes against enemy networks," the report said.
The Chinese Foreign Ministry rejected the report as "brutal interference" in China's internal affairs, and insisted that Beijing's military preparations are purely defensive.
General Elder said that the majority of the China's alleged cyber-operations were aimed at stealing trade secrets to save time on high-tech developments.
A number of potential enemies were scanning US networks for defence and trade secrets, he told Reuters. He said that the culprits included "everyone but North Korea. We've concluded that there must be only one laptop in all of North Korea – and that guy's not allowed to scan."
Last month Estonia accused Russia of launching a wave of attacks against its computer systems as part of a campaign of unofficial sanctions.
NATO experts were called to investigate after Estonia said that it had traced the attacks, which paralysed Government websites and telephone networks, to computers used by Russian authorities.

Any nation with half an ounce of common sense will make it's first step to remove Microsoft Windows and other Microsoft products from use in all it's computer systems at any level. It is the most buggy and insecure computer software known to mankind - no joke.
Then replace with the hardened version of Linux approved by the NSA or something similar.

China's people are mainly awesome, the government is brutally repressive and violent in protecting its interests (ex: Tiananmen). China's people are basically enslaved and the fixed currency(1$ to 8 yuan) steals jobs from around the world, gives them to China where lax regulations allow toxic and unhealthy standards to rule the marketplace. Yes, China is working to evolve, but they are not an equal trading partner, they are executing a long term plan to surpass the world, own the manufacturing, and thus over the long term, China will be a big problem.
Clearly they occupied Tibet and crushed its native peoples, as badly as the US treated Native Americans (ok, I will concede that the US did worse to the Natives) but China is a big criminal there.
China will go to war, for Taiwan, water, & energy. Unless we the people of the world resolve these energy crises, and come together to push our governments in the right direction.

As a network administrator at a tech company, we CONSTANTLY see cyber-attacks coming from China. We even joke about ones we've seen which say "Hacked by Chinese".
Why would the Chinese be so hostile to us when they make an extremely large amount of money through trade with the USA?
I wish we'd threaten them with economic sanctions over these attacks. Cutting off US business from them could cripple their economy. They are the ones with the huge trade surplus through trade with our country, while we have record high trade deficits. They'd be hurt much worse in an economic war.

What the USSA does not know is that it was a Chinese plot to get the US Airforce placed in charge of Cyberwarfare. Under these conditions the government of the USSA will have to award so many Silver and Bronze Stars (and gold stars and smileyfaces) that all the gold in Ft. Knox will have to be sold to pay for them. Why US airforce members will even have to be given purple hearts every time that they fall off their chair laughing and bump their chins on the way down.

I think its ironic for US to be so arrogant and belligerant toward other countries, like a powerful kingdom over its realm. In truth we are dependant on a few of these countries, very few, to continue buying our IOU's and keeping us afloat financially. At any time China or Japan might decide we're not the most reliable country in meeting our obligations and turn to other markets. I guess then we'd all have to dig into our pockets to help Bush with all his war schemes, star wars defence shields, weapons in outer space and all those other wet dreams of the neocons.
The Americans have treated this little group of hot heads who couldn't find their way out of a paper bag, like doting parents to spoiled rotten children. Never, never say NO.
